HeroBlackInk b0285ad8f2 feat(settings): move excluded folders to dedicated modal with Configure button

- Add ExcludedFoldersModal with folder tree, checkboxes, Save/Cancel
- Settings page shows summary + Configure button instead of inline tree
- Add CSS for modal, tree rows, and summary list
- Add .stignore for Syncthing
