Update issue templates

This provides a slight edit on the standard bug and feature templates provided by GitHub. Note that these automatically assign them to @joey-kilgore and provide some slight modifications to specify devices being used as anything (the default templates had separate sections for desktop and mobile devices, which I combined for simplicity)
