LLLin000 bf6353ebc9 feat(ocr): add vnext GroupSequentialPass 
Port legacy group-aware sequential fallback (ocr_figures.py:4589-4716).
Consumes unmatched distance_cluster and single_asset groups, matching
unmatched numbered legends via same-page scoring, next-page fallback,
and previous-page guard.

- GroupSequentialPass class with name=group_sequential
- 3 tests: same-page match, next-page fallback, prev-page guard denied
- Uses lazy imports from ocr_figures for all legacy helpers
- Match record: confidence=0.45, evidence_rank=5, flags=group_sequential_match
