nauppece 1b6586499d ci: build+attest releases via GitHub Actions (provenance); v0.1.5 
Adds .github/workflows/release.yml that builds in CI and publishes the
release with build-provenance attestations (actions/attest-build-provenance),
addressing the 'Missing GitHub artifact attestations' review finding.
Future releases are cut by pushing a version tag.
