sotashimozono f20d31b752 fix(test): address code review comments on PR #211 
- ReconnectManager.test.ts: use discriminated union narrowing instead of
  unsafe type cast (s.delayMs after kind guard)
- fs-mock.ts: replace Date.now() with fixed sentinel 1_000_000_000_000
  to avoid non-deterministic timestamps in makeStatResult
- sshd-config.ts: add comment to hostVerifier to clarify intentional bypass
