Add Issue Analyzer GitHub Action and script
- Introduced a new GitHub Action workflow for analyzing issues, triggered by issue events or manually. - Added a new script `issue-analyzer.mjs` to gather context from the repository and analyze issues using an AI model. - Updated ESLint configuration to include the new script for linting.
