WiseGuru 946dc1a7a0 Add docs/RELEASING.md and reference it from CLAUDE.md ... A release runbook covering Obsidian's rules (bare version tag, asset shape, minAppVersion vs API @since, versions.json logic), the CI attestation flow, pre-flight checks, the guideline-conflict checklist, and post-release verification.
